Same file, new directory: the forge reads the first WORKFLOW_DIRS entry that exists and stops, so a build left under .github/workflows stops being collected as soon as any .hanzo/workflows file appears. The header also named the arcd pool, which was retired — the reusable's own runner defaults are the git-runner fleet labels, and they are what this uses.
