6e749b4a2f fix(connectors): EN-1340 return 400 for enterprise-only/unknown connectors (#773)
Installing an Enterprise-only connector (or an unknown provider) on a
Community Edition binary previously bubbled the registry error straight to
handleServiceErrors' default branch, producing a 500. manager.Load now folds
ErrPluginEnterpriseOnly and ErrPluginNotFound into ErrValidation so the API
returns 400, and ErrPluginEnterpriseOnly carries a user-facing message.

The EnterpriseOnlyPlugins list in enterprise_ce.go is now generated by
compile-plugin.sh from the ee/plugins/ directory it already scans, instead of
being hand-maintained.

Constraint: CE builds do not import EE plugin packages, so generated keys must
be string literals rather than ProviderName constants
Rejected: Map errors in handleServiceErrors with a dedicated code | manager.Load already wraps sibling errors as ErrValidation; keeping it there covers all callers
Confidence: high
Scope-risk: narrow
Not-tested: end-to-end install via the HTTP handler (covered at the manager unit level)
