zeekayandHanzo 29911eda5d cmd/exec: detect .hanzo/workflows natively, keep .gitea/.github compat ...

When `exec` is run without -W, prefer the native .hanzo/workflows dir, then
the .gitea/.github compat aliases, so a local run finds the same workflows
git.hanzo.ai dispatches. An explicit -W and the ./.github/workflows/ default
(when no known dir exists) are unchanged.
