Kimonas SotirchosandGitHub 6f23e265f4 Fix wrong name for kfserving-monitoring namespace (#1478) 
Right now the created namespace will get a `kfserving-` prefix which
will result in `kfserving-kfserving-monitoring` to be created.

This will make subsequent object creations to fail since they will be
meant for the `kfserving-monitoring` namespace.
