Vedant DeshpandeandGitHub 944a8be993 feat(prometheus): Add Prometheus PodMonitor Kustomize resource (#2922) 
- Create config/prometheus/kustomization.yaml with PodMonitor resource
- Create config/prometheus/podmonitor.yaml using monitoring.coreos.com/v1 API
- Include podMetricsEndpoints with port: metrics, path: /metrics, scheme: http
