336 -> 306. The thirty that were mechanics are fixed for real: the
handlebars helpers take rest params instead of walking arguments, the
literal-union autocomplete idiom drops its banned spelling, and the one
deliberate lazy require states its reason where it stands. The rule
carve-outs assert the right world, not silence: require() IS the module
system in jest config, scripts and mocks, and requiring inside a test
is jest's own rewiring idiom — the rule stays on for source.
The ~300 react-hooks compiler findings need judgment per site, and a
red-for-months binary gate teaches everyone to ignore it. So CI gates a
RATCHET: .lint-ceiling holds the count already reached (306), any new
error fails the push, and a push that fixes some must lower the ceiling
with it. Zero is the end state; this is how the road there stays
one-way.
