One toolchain across the estate. The tree carried 1.26.0, .1, .3, .4 and .5 at once, so which compiler built a binary depended on which repo it came from. Co-authored-by: Hanzo Dev <[email protected]>

A fork of the act/ subtree of gitea.com/gitea/runner, reduced to the four
packages a forge actually needs to parse and evaluate workflows:

The container-execution half of upstream is deliberately absent: running a job is the runner's business, and a forge that only reads workflows should not carry a container runtime to do it.
