Strips etnaTimestamp from both top-level networkUpgrades/upgradeConfig and the embedded cChainGenesis config blob in all three envs (mainnet, testnet, devnet). Required for compatibility with luxfi/evm v0.19.0 which enforces DisallowUnknownFields and has renamed Etna -> Quasar.
