zooqueenandHanzo Dev 9606409ae6 fix(gateway): verify device signatures with v3 payload format ...

The client signs with buildDeviceAuthPayloadV3 (v3 format including
platform/deviceFamily), but the gateway only verified against
buildDeviceAuthPayload (v2 format).  This caused all remote node
connections to fail with "device signature invalid".

Now tries v3 first, then falls back to v2 for older clients.

Also adds stub plugin manifests for extensions missing bot.plugin.json.
