zooqueen 522d53145d Add request rate limiting and complete OpenClaw→Hanzo rebrand 
Token-bucket per-user rate limiter with Zen tier alignment for gateway
request throughput. Resolve all Android merge conflicts, remove legacy
ai.openclaw.android packages, and replace 242 openclaw references in
CHANGELOG with Hanzo/Bot equivalents.
