ManagerClusterPolicyRules' doc comment still named the pre-rename identifier. The JWT fixture and its paired ServiceAccount-token YAML were also stale: they still encoded argocd-manager even though the manager service account itself had already been renamed to cd-manager, which made TestParseServiceAccountToken and TestGetServiceAccountBearerToken compare against the wrong value.
