zeekayandHanzo Dev 20915468d6 ci(market): provision an interpreter when the runner has none
The arc runner image is minimal and does not promise python3 — the reusable
workflow itself dropped its python3+PyYAML hanzo.yml parse for that reason. The
gate silently failing to run is worse than having no gate, so fall back to uv
(the fleet's Python tool, a curl-installable static binary) when python3 is
absent.

# Canonical CI config — see hanzoai/ci.
#
# This repo ships static assets, not a container: there is no `images:` to build
# and no `deploy:` cluster to roll. What CI owes us here is the gate — proof that
# what we are about to publish to cdn.hanzo.ai is well formed and self-consistent
# — so `test:` is the whole config. Publishing is ./deploy.sh (R2 + edge purge),
# which needs Cloudflare credentials and is run by the operator, not the runner.

# The bare arc runner image is minimal and does not promise an interpreter
# (the reusable itself dropped its python3+PyYAML parse for exactly this
# reason). Provision one with uv when it is missing, so the gate always
# runs — a check that silently no-ops is worse than no check.
