zeekay bb47d8804e config: Dev reads only Hanzo's directories

A project's settings live in `.hanzo/dev/` (protocol's PROJECT_DIR), the
system's in /etc/hanzo/dev, Windows' under ProgramData\Hanzo\Dev and macOS
managed preferences under ai.hanzo.dev. A `.codex` beside them belongs to
another product and is not read; the project directory stays protected
from writes as `.codex` was.

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
