Our orgs no longer hold a tier by name, so a plan the owner gives one
has to be recorded. The external record would take one only as a
payment: a price equal to the catalog's and a processor reference.
Enterprise publishes no price, and a comp of a priced plan would book
a payment nobody made.
Processor "comp" records a plan nobody paid for: priceCents 0 for any
plan, the approval in reference.order and why in terms, every other
processor still checked against the catalog price. The row is external,
so it never renews or charges, and its plan is held at price 0, so it
adds nothing to MRR. It confers the plan's tier, settled external:comp.
A comp extends only a comp and a payment only a paid plan; either takes
the other over by naming it in Replaces.
