drop the file-wide `-Wdouble-promotion` pragma in favor of explicit
`static_cast` at the actual conversion sites or qualified `std::sqrt`.
- `KeeperDataDumper.cpp`, `LocalServer.cpp`,
`ChecksumForCompressedBlock.cpp`, `tcp_protocol_fuzzer.cpp`,
`Server.cpp`: replace `static` on free functions with anonymous
namespaces, matching the project preference Algunenano flagged.

- Suppress `-Wdisabled-macro-expansion` in `FuzzLoop.cpp` because musl
defines `stderr` as `(stderr)` which is a recursive macro

Add a new `catch_all` check to the style checker that flags `catch (...)`
blocks with completely empty bodies outside of destructors and poco.
Empty catch-all blocks silently swallow all exceptions, hiding bugs and
making debugging difficult. A `// Ok` comment inside the body suppresses
the warning for intentional cases.
Annotate all existing empty catch-all blocks in fuzzers with `// Ok`
comments since fuzzers intentionally discard exceptions from fuzzed input.
