Azat Khuzhin 2abb4692f2 Ignore "Available disk space for logs at server startup is too low" for non-regular files used for logs 
Typical examples are:
- /dev/null
- /dev/stdout
- /dev/stderr

Note, that we don't need to check that the file exists, since logger
initialized earlier.

János Benjamin Antal c2038a812d Remove format_alter_commands_with_parentheses server setting 
The setting was introduced and set false by default in 24.2. It was enabled by default in 25.2. As there are no LTS versions that doesn't support the new format, we can remove the setting.

The problem is taht fuzzer does not install empty database, and this
problem exists even for clickhouse-local

Fix this by adding some checks and initialize database for fuzzer.
