The setting was introduced and set false by default in 24.2. It was enabled by default in 25.2. As there are no LTS versions that doesn't support the new format, we can remove the setting.
The data that ASTPtr may refer to (in case of INSERT) should point to
the same memory region, since in case of async_insert, we need to
calcualte the end of the query, and we cannot do this without this.

The problem is taht fuzzer does not install empty database, and this
problem exists even for clickhouse-local
Fix this by adding some checks and initialize database for fuzzer.
