Add throw_on_error setting for startup_scripts
...
When throw_on_error is true, the server will not start unless all queries
complete successfully. By default, throw_on_error is false, preserving
the previous behavior.

The problem is taht fuzzer does not install empty database, and this
problem exists even for clickhouse-local
Fix this by adding some checks and initialize database for fuzzer.
