The `docker_compose_mysql_dotnet_client.yml` referenced `${mysql:-latest}`,
a variable that CI never sets, so the image tag always fell back to `latest`.
CI resolves the tag into `DOCKER_MYSQL_DOTNET_CLIENT_TAG` (see `IMAGES_ENV` in
`ci/jobs/scripts/integration_tests_configs.py`), so the compose file must
reference that variable.
This is the root cause of the CI breakage that led to the original revert in
ClickHouse/ClickHouse#105615 ("The CI is on fire. 30+ PRs affected").
