Enable two clang-tidy checks globally that warn about uninitialized
variables and class members where the default constructor does not
initialize them:
- `cppcoreguidelines-init-variables`: local variables of POD types
- `cppcoreguidelines-pro-type-member-init` (and its alias `hicpp-member-init`):
struct/class members of POD types
All existing warnings are fixed by adding default initializers (`{}`,
`= 0`, `= false`, `= nullptr`). The compiler will optimize away
redundant initializations.
NOLINT annotations are added for reasonable exceptions:
- Anonymous unions used for type-punning
- `std::type_index` members (no default constructor)
