Sync the vendored libexpat sources inside `base/poco/XML` to upstream
`R_2_8_1`. Adds the new 16-byte hash salt API (`XML_SetHashSalt16Bytes`,
deprecates `XML_SetHashSalt`), replaces all `(size_t)(-1)` with
`SIZE_MAX` (with the matching `<stdint.h>` include), and pulls in the
upstream rework of the entropy gathering into per-source helpers in
`random_*.h`.
The Poco entropy bridge in `xmlparse.cpp` is re-applied for the new
`struct sipkey` 16-byte salt type: `EXPAT_POCO` now reads two
`uint64_t` words from `Poco::RandomInputStream` into `entropy.k[0]` and
`entropy.k[1]`.
`-Wno-c99-extensions` is added to `_poco_xml` for the new flexible
array member `XML_Char s[]` in `BLOCK`.
Files where upstream content is unchanged between 2.7.1 and 2.8.1
(`siphash.h`, the `*tab.h` tables, `xmlrole.{c,h}`, `xmltok.{c,h}`,
`xmltok_impl.{c,h}`, `xmltok_ns.c`) are intentionally left untouched to
keep the diff focused on real semantic changes.
