Max KainovandClaude Opus 4.8 7382ea0133 Download gdb from ftp.gnu.org instead of sourceware.org
sourceware.org runs anti-scraping protection that intermittently returns
`403 Forbidden` for cloud egress IPs under CI load; the existing
`--retry-on-http-error 403 --tries 10` cannot recover because the block
persists for tens of seconds. Fetch the identical tarball from GNU's
official release mirror `ftp.gnu.org`, which is built for automated
downloads and doesn't apply that blocking.

# OpenSSL FIPS
#
# Three things are required to set OpenSSL in FIPS-permissive mode:
# - /usr/lib/x86_64-linux-gnu/ossl-modules/fips.so
# - /etc/ssl/fipsmodule.cnf
# - Modifications to /etc/ssl/openssl.conf

#
# Providers:
# fips
# name: OpenSSL Default Provider
# version: 3.1.2
# status: active
#
# Version 3.1.2 is special, it passed FIPS 140-3 certification
# and can produce a fips.so provider module.
# Provider can be loaded by any OpenSSL version >= 3.1.
