Max KainovandClaude Sonnet 4.6 bde8430df6 ci: support local env overrides via ci/local.env
Add a generic `ci/local.env` mechanism to `praktika` that lets developers
set environment variables for local CI runs without touching project-specific
CI code or checked-in settings.

- `runner.py` reads `ci/local.env` (gitignored, `KEY=VALUE` format) at the
  start of `run()` and exports the variables into the current process
- For Docker jobs, `--env-file ci/local.env` is passed to `docker run` so
  the same variables reach the container
- `ci/local.env.example` documents the file format and shows the sccache
  use case
- `settings.py`: removed project-specific `SCCACHE_S3_*` fields
- `build_clickhouse.py`: removed the `Settings.SCCACHE_*` indirection;
  credentials are now passed directly via `ci/local.env`
