Startup scripts re-run on every server restart, so the `drop_dictionary`/
`create_dictionary` mismatch fixed in ac8c70994d6 could only be caught by a
test that actually restarts the server - a single-boot check passes either
way. Restart the node and repeat the assertions to pin it.
