Tanner Bruce 4244eb0e93 fix: improve integration test robustness — remove sleep loop and racy assertions
- Replace fragile sleep loop in test_permanent_skip_with_zero_timeout with
  wait_for_postpone_count_increase, which polls num_postponed from
  system.replication_queue to prove the entry is actively re-postponed.

- Remove racy count_before == 0 assertion in
  test_level0_parts_fetched_after_timeout — the 5-second timeout starts
  from entry.create_time, so on slow CI the part could already be fetched
  by the time we check. The initial postpone is already verified by
  wait_for_postpone_reason; the test's value is Phase 2 (fetch after
  timeout).

- Remove test_level0_parts_not_fetched, which was a strict subset of
  test_permanent_skip_with_zero_timeout (identical settings, weaker
  assertions).

- Update comment in test_merged_parts_are_fetched to explain that the
  MERGE_PARTS fallback fetch goes through executeFetch directly, bypassing
  the replicated_fetches_min_part_level check in shouldExecuteLogEntry.
