The regression test previously only proved the read stays cancellable, which
was already true on master. Add an OS CPU-time bound read from system.query_log
so the test fails if the throttle (sleepForMilliseconds between SQLITE_BUSY
retries) is removed: while blocked on the lock the fix consumes almost no CPU,
whereas the old bare-continue loop burns a full core.

Also make the test self-contained (warm the pooled SQLite connection so schema
inference does not fail under the exclusive lock) and poll system.processes
instead of tailing the server log, since the fixed read logs the chunk marker
only once before blocking.
