Add the `docker-init` subcommand to the clickhouse multi-tool binary.
This is the compiled entrypoint for distroless Docker images (no shell,
no coreutils). Without it, distroless images crash on startup since the
Dockerfile uses `clickhouse docker-init` as the entrypoint.

Cherry-pick of programs/ changes from b7a8f051c8f1 (master).
