Alexey Milovidov 904d157919 Keep larger pipe capacity for GVisorC ...

Default generated C-body driver configs to `command_pipe_capacity` `1048576`
for the `GVisorC` runtime, while keeping `DockerC` and `UnsafeC` on the OS
default unless `CLICKHOUSE_C_DRIVER_PIPE_CAPACITY` is explicitly set.

This preserves the throughput improvement measured with `GVisorC` without
reintroducing the slower enlarged pipe path for `DockerC`.
