`test-base/Dockerfile` sets `python3.13` as the default `python3`.
The system `awscli` apt package's botocore imports the `cgi` module,
which was removed in Python 3.13, causing `ModuleNotFoundError: No module
named 'cgi'` when running `logs_export_config` in fuzzer and integration
runner containers.

Fix by adding `legacy-cgi==2.6.4` to `requirements.txt` of the affected
images (`fuzzer` and `integration/runner`), which restores the missing
module for Python 3.13.

Also fix a `SyntaxWarning: invalid escape sequence '\('` in
`clickhouse_proc.py` by using a raw f-string (`rf"..."`) for the awk
command string.
