Lukas JostandGitHub ae454243f3 fix(helm): Update Helm binary (#12729 ) (#12754 )

* fix(helm): Update Helm binary to fully support k8s 1.25

Currently the ArgoCD image contains 3.10.3 which supports k8s 1.24. In k8s 1.25 the v1beta1 API version got removed. To mitigate this a newer Helm version must be used.
