fix(core/client): unblock spark exec and close ws readers

Align websocket beta header and stream completion handling with upstream behavior.
Emit completion on response.done/response.completed, surface wrapped websocket
errors without status, fail fast on response.failed, and abort websocket reader
tasks after parser exit to avoid lingering sockets. Update wire compatibility
fallback floor to 0.101.0 with regression coverage.

Remove code-rs/, rebrand all references to hanzo-dev/
...
- Delete entire code-rs/ directory (1796 files) — just-every/code fork
is no longer needed; hanzo-dev/ is the canonical Rust workspace
- Update all build scripts, CI workflows, docs, and configs to
reference hanzo-dev/ instead of code-rs/
- Update binary name references: code → dev throughout
- Fix hanzo-cli/index.js, hanzo.sh, README.md, dev-cli READMEs
- Include pre-existing TUI improvements (theme, colors, greeting,
card styles, chatwidget refactor) and build-fast.sh enhancements
(symlink install, smarter crate prefix detection)
- codex-rs/ (read-only upstream mirror) is untouched

Treat trailing sentence punctuation as non-semver noise when extracting the minimum wire-compat version from announcement_tip.toml.

Compute the wire-compatible minimum version from announcement_tip.toml instead of relying on a hardcoded constant, with fallback to 0.98.0.

fix(core/version): enforce minimum wire-compatible version
...
Clamp wire-facing client version to 0.98.0 for User-Agent and /models client_version when local builds report older versions like 0.0.0.
Adds regression tests for UA and remote model query behavior.
Fixes #539
