zeekay 43327c8b10 fix(ci): rewrite CI to actually build and test Rust + Node + SDK

- ci.yml: Replace broken npm staging step (required pre-built release
  binaries that don't exist for CI) with proper Node.js checks
  (prettier, ASCII, README ToC), Rust build+test, and SDK TypeScript
  build. Add required status check gate.
- rust-ci.yml: Replace no-op placeholder with real Rust check/test/
  clippy/fmt on Linux x86_64 and macOS ARM64, triggered only on Rust
  file changes.
- stage_npm_packages.py: Fix GITHUB_REPO from openai/codex to
  hanzoai/dev, fix install_native_deps path (.sh not .py), support
  both tag-based (v{ver}) and legacy branch-based (rust-v{ver})
  workflow lookup.
