just-every-code 6530231120 merge(upstream): bring in upstream/main; preserve fork compact task semantics and adopt readiness utils

- Keep our core compaction flow (synchronous task + inline variant) in core/codex/compact.rs
- Reconcile Cargo.lock and include new codex-utils-readiness crate
- Update workspace to include utils/readiness; adjust model info token limit to 250k from upstream

Build: ./build-fast.sh ok; verify.sh build/api/guards ok

codex-common

This crate is designed for utilities that need to be shared across other crates in the workspace, but should not go in core.

For narrow utility features, the pattern is to add introduce a new feature under [features] in Cargo.toml and then gate it with #[cfg] in lib.rs, as appropriate.
