James Peter 9e3e0d8604 feat(tui/layout): align composer/history wrap; add sanitize markers ...

Introduce layout_consts and replace hardcoded paddings to keep composer and history wrapping identical.

Extend sanitize::Options with debug_markers (default false) and plumb to history cell render paths.

Use codex-version crate for version reporting in TUI and wire crate deps.

Cleanup GitHub CI: remove unused workflows/assets; update issue-triage.
