just-every-code 90cb41e648 merge(upstream): merge upstream/main into upstream-merge (by-bucket)

- Keep ours for TUI/CLI/workflows/docs; purge reintroduced rust-ci.yml
- Prefer theirs in protocol/deps; add serde_bytes + ICU/sys-locale/serde_with
- Keep our core codex/shell to preserve API; fix exec AuthMode import
- Make verify.sh CI-safe (no sccache; local CARGO dirs); check api_surface only

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex mcp.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
