zooqueen edab1a9538 tools: put the helper submodules back on the v1 module path ...

golangci and mcphost declared themselves under github.com/hanzoai/docdb/v2,
while the module they sit inside is github.com/hanzoai/docdb -- a v1 path.
A /v2 suffix promises a v2 module at that import path, which this repo does
not publish, so the two paths named something unresolvable. Nothing requires
either submodule, so the path is corrected rather than aliased.

Drop the same stale toolchain directive as tools/go.mod.
