zeekay 1d81701d4e Report the signing certificate missing when the signer would miss it ...

The signer takes an unset NEXT_PRIVATE_SIGNING_TRANSPORT as local and
reads the certificate; the health check took it as something else and
answered ok. Production had no certificate and said so nowhere.
