jupyter's tsconfig is composite, so tsc keeps tsconfig.tsbuildinfo beside the package. `make clean` removed lib/ and left the buildinfo, and the next tsc read it as up to date and emitted nothing: `make clean && make build` failed on a lib/index.js that was never written.
