zeekayandHanzo Dev 0256800b05 aci and cli-tools lint on ESLint 10
`pnpm --filter @hanzo/aci --filter @hanzo/cli-tools lint` failed in both
with "ESLint couldn't find an eslint.config.* file". They had no config of
their own and used the repository's .eslintrc.json, which ESLint 10 does
not read. a43ac309 fixed the same failure in hanzo-ide only.

Each package now has an eslint.config.mjs carrying .eslintrc.json over
rule for rule, as hanzo-ide's does: @eslint/js for eslint:recommended,
typescript-eslint's flat recommended set, and @stylistic for the semi
rule typescript-eslint 8 moved there. Those join each package's
devDependencies. aci's script drops --ext, which ESLint 10 rejects; the
TypeScript config already names the .ts files. Nothing reads the root
.eslintrc.json now, so it is gone.

Both lints pass: aci with 4 warnings, tools with 238, no errors.
