zeekay 43a952e323 ci: publish workflow — hanzo-flags to PyPI + hanzo-flags-client to crates.io on v* tags 
Publishes via the org HANZO_PYPI_TOKEN/PYPI_TOKEN CI secrets (never local
creds); crates step no-ops politely until CARGO_REGISTRY_TOKEN exists. Rust
client Cargo.lock committed for --locked publishes.
