zeekayandHanzo Dev 6477c1116c Take builder v0.3.14 and drop the last removable upstream reference

builder carried two tests behind a //go:build sqlfiddle tag, so nothing ever
ran them, and one posted SQL to an external site. Their only lasting effect was
gitea.com/xorm/sqlfiddle in the module graph of every consumer, via
builder.test. v0.3.14 removes them, and tidy takes the pair out of go.sum.

The webhook fixture now names our own type; its migration test still passes.
