zeekay 28aae8a561 ci: test on the forge instead of releasing from GitHub
This library had one workflow and it was a semantic-release run: it asked for
ubuntu-latest, which no runner here advertises, and it drove
@semantic-release/github, which speaks to github.com's Releases API. Neither
half can complete on this forge, so nothing about the code was ever checked.

Replaced with the check that was missing: build, race-detector suite, and vet.
Version tags are now cut deliberately rather than derived from commit
subjects; the changelog and release notes that semantic-release generated are
not reproduced.
