serve:railway just binds 0.0.0.0 (any container host, not a Railway particular); call it serve:host and update the CI wrapper's three call sites to match. The health-check comment drops the same name-drop. RAILWAY_DEPLOYMENT_ID in setup.server.ts is Railway's own env var and stays — it's the actual boot-time production guard.
