IAM's lookup takes addresses only and IAM texts any number, so the page
cannot know whose number it is and now says "If an account uses this
number, a code is on its way." The gate's IAM answers a number's lookup
as IAM does (400) and the page is held to asking it nothing.

Phone is not to ship until IAM stops texting numbers no account holds
and keeps a per-IP and global SMS budget.
