zeekay 92257f4428 fix: apply cloud config env overrides in server startup ...

The main.go loadConfig function used viper but never called
Cloud.Defaults() or Cloud.ApplyEnvOverrides(), so env vars like
HANZO_AGENTS_CLOUD_ENABLED were ignored and cloud routes never registered.
