satriadhikara 7cec84fb4b docs: add missing migration and build steps to local setup 
- Add bench migrate command after app installation
- Add bench build command to compile frontend assets
- These steps are required for helpdesk to work properly in local development

Fixes blank page issue that occurs when frontend assets are not built after installation.
