Inherited from upstream. It does exactly one thing — refuse any push to the
current branch when it is main ("Pushing to $protected_branch is a sin! Instead,
create a pull request and repent") — with no tests, lint, or other checks.
That enforces a PR-gated workflow this estate does not use: work goes ON main and
merges rapidly. It was silently blocking that and had to be bypassed on every
push, which is worse than not having it at all.
