Vite's transform plugins emit source maps based on `build.sourcemap` at config-resolution time, so setting it via `outputOptions` (Rollup-only, runs late) was too late - uploaded maps lacked original sources. Add a `config()` hook that sets `build.sourcemap` during Vite's config phase. Also stop overriding the user's `sourcemap` setting when `sourcemaps.enabled` is `false`, add unit tests, and exclude the new spec from the published tarball.
