The rename turned upstream's own CDN into mmdbcdn.insights.net, a name nobody serves, and four images fetched their GeoLite2 city database from it — each one failing the moment that layer ran. They now read the same DB-IP source the root Dockerfile already used, so there is ONE way to get this file; the decompressor follows the format (gzip, not brotli). Verified against the live URL: 200, and the stream gunzips.
