`FileSystemFolderInstructions` and `FileSystemFolderContextGeneration` were deleted from
the `insights` app, and the squash that followed carries neither. This migration still
asks historical state for both, so a fresh `migrate` died at
LookupError: App 'insights' doesn't have a 'FileSystemFolderInstructions' model
Production never sees it: the migration is recorded there and cannot run again.
Every database that had a desktop file system ran this while the models existed. A
database whose state lacks them never had one -- it is a fresh install, where the whole
scan finds no rows -- so the honest answer is that there is nothing to move, and it
returns.
The two are the only such lookups in the tree; every other one resolves.
